Public consultation with all involved stakeholders and First Nations continues to be an important part of the Canada Line project.

Canada Line Bus Integration Open Houses

TransLink hosted a number of open houses highlighting the proposed integration of bus routes with the Canada Line in 2009. TransLink and Coast Mountain Bus Company will take the information gathered at these open houses to form their service plans which will become available in early 2009. 

Richmond Construction Information Session

Summary of Detailed Design Consultation Phase

The Detailed Design Consultation phase for the Canada Line stations, focused on concepts for system-wide and station-specific designs. The Detailed Design Consultation for the Canada Line stations follows three earlier consultation phases – the Project Definition phase which was completed in May 2003, the Pre-Design Consultation phase which was completed in May 2004 and the Preliminary Design Consultation phase which was completed in August 2005.

January  - March 2006

Seven open houses were hosted in which members of the public provided input on Canada Line station design and precinct planning. At the first round of open houses, which began in January 2006, initial architectural concepts and drawings, and precinct plans for the Downtown, South Cambie, North Cambie, Richmond, North Richmond and YVR stations were presented.

Feedback from the public was presented to the Urban Design Panels in Vancouver and Richmond, and to YVR for review. Following this review, InTransitBC’s architectural team, and the planning teams from YVR and the cities of Vancouver and Richmond, further developed their designs, taking into consideration the broad range of comments received.

Public feedback received throughout the Detailed Design Consultation phase was presented to the Development Permit Boards in Vancouver and Richmond, and will be used to help inform the overall system and station design for the Canada Line.

A consultation summary report was produced which documents public input on detailed design options. This report is available on this website and was distributed to various stakeholders, and those who requested a copy.

Summary of Preliminary Station Design Consultation Activities

The consultation on preliminary station design focused on the prototypes of stations, their locations in neighbourhoods, and issues that affect how each station will function. The consultation addressed the Canada Line's four stations in Richmond and nine in Vancouver, as well as an Operations and Maintenance Centre in Richmond.

June 20 Consultation materials - A discussion guide and feedback form were developed and consultation information was posted on the project website.
June 20 - 27 Six station area meetings and four open houses were held. Approximately 570 individuals participated in the consultation. Of these, approximately 200 participated in the station-area meetings, 330 attended the open houses and 52 provided input through the website, fax, e-mail or correspondence. Notes were taken at station-area meetings and approximately 1,050 feedback forms were returned.
Late September A consultation summary report was produced which documents public input on preliminary design options. This report was distributed to various stakeholders, and those who requested a copy.

Summary of Environment Review Process

June 7, 2005 Following a thorough assessment under a harmonized provincial and federal environmental assessment process, the Canada Line Project received an Environmental Assessment Certificate (EAC).

January/February 2005 The EAO invited comments on the EAC Application and Supplement and CLCO hosted 3 open houses to provide the public with an opportunity to learn more about the Application and Supplement. December 10, 2004 CLCO submitted its EAC Application to the EAO and its Working Groups; comprised of federal, provincial, municipal review agencies and First Nations.

Summary of Pre-Design Consultation Activities (2003/2004)

November 17 - December 12 2004 (Step 1) Small Group Meetings - 51 meetings were held and a total of 270 individuals participated in these meetings.

March 10 - April 3, 2004 (Step 2) Displays in shopping malls and at YVR, open houses and the web created opportunities for residents to become informed about the draft design objectives and to provide feedback. Approximately 1300 people participated in Step Two and 210 feedback forms were returned.

The Canada Line Project is a major undertaking for our region. It is important to the project's success that the public understands and supports the project. Engaging in consultation will help ensure that the Canada Line meets the needs of those who will be using it every day as well as residents in the region.

We have conducted extensive consultation for this project, including the Needs Assessment/Concept Feasibility Phase in 2001, the Canada Line Project Definition Phase in 2002 and the Community Consultation in 2003. These consultations resulted in the determination of the route that best meets the needs of the region.

In some cases, consultation activities were supplemented by corresponding public opinion research to ensure findings from the consultation activities were reflective of the broader community.

The following outlines various past consultation phases and results.


Pre-Design Consultation (2003/04)

The purpose of the Pre-Design Consultation was to seek input from the public to help refine draft design objectives for station and trainway structures, and to seek input on future public consultation activities.

The Pre-Design Consultation had three steps. During Step One, ideas and draft design objectives were developed with small groups of residents, businesses, and social and environmental groups representing various interests and communities. Fifty-one meetings were held between November 17 and December 12, 2003. A total of 270 individuals participated in these meetings.

The ideas developed in Step One were synthesized into a set of system-wide and community specific draft design objectives related to five design topics provided in a discussion guide. The design topics included Station Access and Connections, Safety and Security, System Design and Station Identity, Stations in Neighbourhoods and Trainway Design (at-grade, trench, elevated). Displays in shopping malls and Vancouver Airport terminals, open houses and the web created opportunities for residents to become informed about the draft design objectives and to provide feedback through a discussion guide and feedback form. Approximately 1300 people participated in Step Two and 210 feedback forms were returned through the mall/terminal displays and open house, or through email, web, fax or direct mail to the CLCO office. In addition 500 residents were polled for the survey.

March 2003 Canada Line Project Community Consultation

The Canada Line Project's 2003 Community Consultation focused on sharing the results of the RAV Line Project Definition Phase. More than 1500 people participated in this phase of the Canada Line Project Community Consultation. Participants attended open houses at Vancouver City Hall, Richmond City Hall, Richmond Centre, and the Vancouver Airport; participated in one public workshop in Richmond and two in Vancouver. In addition 17 small group meetings were held.

In all, 82 percent of consultation participants in 2003 somewhat or strongly agreed that the project should proceed (69 percent strongly agreed, 13 percent somewhat agreed). Seventy-three percent supported the proposed route in its entirety, with an additional 12 percent of people supporting parts of the route, for a combined total of 85 percent. These results were echoed in a survey undertaken by Synovate in the first week of March 2003. Random samples of 931 region-wide residents in Richmond and Vancouver found that, overall, 79 percent of Lower Mainland residents agreed that the Canada Line Project should proceed (45 percent strongly agree, 34 percent somewhat agree).

February through March, 2003 Small Group Meetings - 17 small group meetings with community organizations took place throughout February and March 2003.
March 24-31, 2003 Consultation Summary Report - A Consultation Summary Report was produced and was presented with a Technical report to Contributing Agencies and Participating Agencies.

Canada Line Project Consultation (2001/02)

The Canada Line Project Team consulted with the public in March and April of 2001 during the Needs Assessment/Concept Feasibility Phase. Participants looked at the results of the cost/benefit analysis and discussed various aspects related to this project as proposed at that time. After considering all of the information, 83 percent of participants supported the project, as did a significant majority of those polled in a region-wide opinion survey. Consultation activities involved a website, open houses, smaller group meetings and presentations and a public opinion survey conducted by MarkTrend. Consultation activities in 2002 included the Canada Line Project Definition Phase, which featured an online Discussion Guide and feedback form, used to collect respondents' comments or concerns about the project.
