Traffic Management

Throughout the construction period, InTransitBC is working closely with the cities of Vancouver and Richmond, TransLink, the Coast Mountain Bus Company, Canada Line Rapid Transit Inc. (CLCO) and stakeholders to ensure that:

  • Pedestrian access to businesses and residences will be maintained, although in some cases it will be at reduced levels;
  • In Vancouver, vehicle traffic will move along Cambie Street during the construction period, although the number of through lanes will be reduced;
  • In Richmond, vehicle traffic will move along No. 3 Road throughout the construction period;
  • Along the route, vehicle traffic, though sometimes reduced, will be maintained for major east/west connectors. Local east/west access roads will be available to local traffic, unless construction activity is taking place at the intersection.

The above objectives are achieved through a two-step process.

Step 1    Traffic Management Strategy

Traffic Analysis for the construction of the Canada Line is segmented into sections based on the construction phasing and the required traffic diversions. As construction and analysis progresses, detailed Traffic Management Strategies for specific construction phases will be developed.  The Traffic Management Strategy address:

  • The overall traffic management strategy that will be adopted during construction.
  • The objectives of the overall plan and means by which those objectives will be achieved.
  • Specific details regarding the number of lanes, lane usage, road layout alterations, intersection layouts, signal operations, and transit (bus) bays.
  • Roadworks and traffic signal changes that must be implemented before the start of construction.
  • Impacts on adjacent parallel arterial roads and, if appropriate, potential methods of mitigation.
  • Method and location of traffic calming, if necessary.
  • Impacts on transit operations and, if appropriate, methods of mitigation.
  • Public notification of traffic pattern changes.

 

The Traffic Management Strategy is reviewed by the cities of Vancouver and/or Richmond, and other stakeholders.

Step 2   Traffic Management Plan

Once finalized, the Traffic Management Strategy will be used to guide the production of a more detailed Traffic Management Plan, which will follow the general concept set out in the Strategy.  The Traffic Management Plan will consider all traffic impacts relating to the construction and will outline the specific traffic control plans being implemented to address the impacts.

The Traffic Management Strategy is reviewed by the cities of Vancouver and/or Richmond, and other stakeholders, including emergency responders.

Richmond
In Richmond, the Canada Line will be on an elevated guideway from Bridgeport Station in Richmond, and continuing south to central Richmond along No. 3 Road. Traffic pattern changes during construction, though temporary, will sometimes be significant. While these changes are necessary to build the Line, InTransitBC is working hard to minimize disruption wherever possible. 

Richmond Phase “A” 2006 Construction

Preparatory work for the construction of the Canada Line along the No. 3 Road segment is expected to begin in January 2006. The work will require traffic pattern changes during the construction period including reduced traffic lanes. A draft traffic management strategy has been developed to ensure traffic access to No. 3 Road and major cross streets. Measures will also be in place to maintain pedestrian and transit access along No. 3 Road and to ensure that No. 3 Road remains open for businesses and residents during the construction period. Traffic Management Strategy – Richmond Phase “A” 2006 Construction

Relocation of utilities and construction for the elevated guideway along No. 3 Road is currently underway along No. 3 Road in Richmond. This work is in preparation for the Canada Line and is anticipated to be completed in mid-2008. This work will require traffic pattern changes during the construction period including reduced traffic lanes. A draft traffic management strategy has been developed to ensure traffic access to No. 3 Road and major cross streets. Measures will also be in place to maintain pedestrian and transit access along No. 3 Road and to ensure that No. 3 Road remains open for businesses and residents during the construction period. Vancouver
In Vancouver, the Canada Line will be underground from Waterfront Station in the downtown to 64th Avenue and Cambie Street.

Downtown

Yaletown Utility Relocations

Utility relocation for the Downtown segment of the Canada Line is scheduled from January 2006 to the end of June 2006. The utility relocation work will require temporary traffic pattern changes along Davie Street during the construction period including reduced traffic lanes. A draft traffic management strategy has been developed to ensure traffic access along Davie Street and cross streets. Measures will also be in place to maintain pedestrian and transit access along Davie Street and to ensure that Davie Street remains open for businesses and residents during the construction period. Traffic Management Strategy – Yaletown Utility Relocation

Yaletown-Roundhouse Station Construction

Utility relocation and pre-construction work is currently underway in the Yaletown area. Commencing in April 2006 construction will begin on the Yaletown-Roundhouse station. Construction of the Yaletown-Roundhouses station is scheduled to be complete in Mid-2009. The station construction work will require temporary traffic pattern changes along Davie Street during the construction period including partial closure of Davie Street between Hamilton Street and Pacific Boulevard. A draft traffic management strategy has been developed to ensure traffic access along Davie Street and cross streets. Measures will also be in place to maintain pedestrian and transit access along Davie Street and to ensure that Davie Street remains open for businesses and residents during the construction period. Traffic Management Strategy – Yaletown-Roundhouse Station Construction

Vancouver City Centre (Robson) Station Construction

Utility relocation for the Vancouver City Centre station is scheduled to commence in May 2006 and continue to the end of June 2006. Starting in July 2006, station construction will begin and is scheduled to be complete in mid 2009. This work will require temporary traffic pattern changes on Granville Street between Robson Street and West Georgia Street. A draft traffic management strategy has been developed to ensure traffic access along Granville Street at Robson Street, pedestrian access along Granville Street, and to ensure that Granville Street remains open for businesses and residents during the construction period. Construction of the Canada Line is currently underway in the downtown area along Granville Street. Commencing in September 2006 utility relocation, station preparation, and construction will begin on the Waterfront Station and is scheduled to be complete in October 2008. This construction activity will require traffic pattern changes on Granville Street, on Hastings Street and on Cordova Street. A draft traffic management strategy has been developed to ensure traffic access on Hastings Street and on Cordova Street, pedestrian access along Granville Street, and to ensure that Granville Street remains open for businesses and residents during the construction period. North Cambie

North Cambie (2nd Avenue to 19th Avenue)

Commencing in January 2007, tunnel construction will begin on Cambie Street between 19th Avenue and 2nd Avenue, and will require traffic pattern changes on Cambie Street. A draft traffic management strategy has been developed to ensure traffic access to Cambie Street and major cross streets. Measures will also be in place to maintain pedestrian and transit access along Cambie Street and to ensure that Cambie Street remains open for businesses and residents during the construction period. Traffic Management Strategy – North Cambie (2nd Avenue to 19th Avenue)

South Cambie

South Cambie – Phase 2A ( 54th Avenue to SW Marine Drive)

Construction of the Canada Line along Cambie Street between Marine Drive and 54th Avenue is expected to begin in April 2006. This work will require traffic pattern changes for the construction period including the shifting of northbound traffic from the west side of Cambie Street to the east side of the street. A draft traffic management strategy has been developed to ensure traffic access to Cambie Street and major cross streets. Measures will also be in place to maintain pedestrian and transit access along Cambie Street and to ensure that Cambie Street remains open for businesses and residents during the construction period. Traffic Management Strategy – South Cambie Phase 2A ( 54th Avenue to SW Marine Drive)

South Cambie – Phase 2AA ( 37th Avenue to 54th Avenue)

Commencing in August 2006, further utility work in preparation for tunnel construction will begin on Cambie Street between 37th Avenue and 54th Avenue. This work will require traffic pattern changes on Cambie Street between 37th Avenue and 54th Avenue. A draft traffic management strategy has been developed to ensure traffic access to Cambie Street and major cross streets. Measures will also be in place to maintain pedestrian and transit access along Cambie Street and to ensure that Cambie Street remains open for businesses and residents during the construction period.

These traffic pattern changes are anticipated to be in effect until late October 2006 and will be followed by a Phase 2BB Traffic Management Strategy. Traffic Management Strategy – South Cambie Phase 2AA ( 37th Avenue to 54th Avenue)

South Cambie – Phase 2BB ( 44th Avenue to 37th Avenue)

Commencing in late October 2006, Phase 2BB traffic pattern changes will begin on Cambie Street between 44th Avenue and 37th Avenue. As a result of this traffic pattern change, all traffic on Cambie Street between 44th Avenue and 37th Avenue will be shifted to the west side of Cambie Street for tunnel construction in the existing northbound lanes. This traffic pattern change completes the shift in the South Cambie area where all north and southbound traffic will travel on the west side of Cambie Street between S.W. Marine Drive and King Edward Avenue. This traffic pattern change is anticipated to be in effect until early 2009.

Measures will also be in place to maintain pedestrian and transit access along Cambie Street and to ensure that Cambie Street remains open for businesses and residents during the construction period. Commencing in June 2006 construction will begin on King Edward station and is scheduled to be complete in March 2008. This work will require traffic pattern changes on Cambie Street at King Edward Avenue. A draft traffic management strategy has been developed to ensure traffic access to Cambie Street and King Edward Avenue. Measures will also be in place to maintain pedestrian and transit access along Cambie Street and to ensure that Cambie Street remains open for businesses and residents during the construction period. On Sea Island, the Canada Line will be on an elevated guideway from Bridgeport Station in Richmond, and continuing west to Sea Island and Vancouver Airport.  Traffic pattern changes during construction, though temporary, will sometimes be significant. While these changes are necessary to build the Line, InTransitBC is working hard to minimize disruption wherever possible. 

Sea Island

Construction of the Canada Line in the YVR segment is expected to begin February 2006. The work will require traffic pattern changes for the construction period. A draft traffic management strategy has been developed to ensure access to cross streets and traffic access to Vancouver Airport along Templeton, Grant McConachie Way and North Service.
